Hiya Cab,
Since you asked about SEO strategies and about companies that could say for certain whether they can get you on page one, I'll talk about those. I'm unaware of any seo company that will guarantee first page rankings because there are a lot of variables that go into rankings and Google controls those variables. If you do it wrong, even big companies like BMW can get deindexed, BMW given Google 'death penalty'
While the prevailing wisdom is to always go after non-competitive keywords there's nothing wrong with going after more competitive keywords as long as you have the right mind-set before you start out and the mind-set that you need to have is that your time line is going to be a lot longer. Much of the "IM" world is set to getting rankings with 24 hours or so is the claim. However if you check out some of the people making these claims, you'll find the examples they use to "prove" their rankings are keywords that have no traffic and no competition but they'd still like to sell you some software (Tim and Anthony are exceptions to this BTW as they check out and are still ranking for the phrases they use in their videos). The point I'm getting at is that your time line is usually longer than you think.
As for a strategy for more competitive keywords. Accept this fact, for any competitive keyword they are going to be related keywords with a lot weaker competition. These related keywords will contain the competitive keyword together with other words. I'll use "dog collars" as an example since it seems to be popular. Related keywords are things like blue dog collars, dog collars with rhinestones etc. Where can you find these related keywords? One of the best places to look is in your traffic stats in your cpanel. It's good because people are already getting to your page with those search strings.
Time for an example...
Let's say you look in your stats and see the search string, "Making your dog look great with rhinestone dog collars" You might not actually have that phrase on your page but a search in Google for that phrase shows you as #6 in the search results. If you were to go and edit that page and work in that exact phrase "Making your dog look great with rhinestone dog collars," into the body text, you'd find that in about a week, you'll be #1 for that phrase.
So you're probably saying, "So what, there's no traffic for that phrase." But you'd be surprised how much traffic you can get for a long tail keyword like that and to top it off, you didn't have to build any links. Of course how much traffic would you be building if you did this for every long tail keyword that people are already finding you with?
But then again that doesn't help you with that competitive keyword, dog collars does it... You see by being number one for that keyphrase, "Making your dog..." you've gained a little authority with google. Do that for a lot of long tails and it's going to add up. Of course you'll also have to build links and that's a great place to use long tails as anchor text. Use that competitive keyword as an anchor about 60% of the time and mix up your long tails for anchors the other 40%. Keep doing this and over time, you'll find that you'll start to get really good rankings for those competitive keywords.
Oh and one last thing, when you create pages, you should already have a list of related keywords to work into the body text. You'll want at least 5 or 6.
Hope that helps
