It's a lot more complicated than that generally
The amount you pay is dependent on a range of factors including your quality score (how google rates your ad and landing page), competition, etc.
Generally the more you pay the higher up on the page you ad appears but it's not as simple as that. Your CTR (click through rate) will directly effect what you pay.
Remember that usually you are not trying to buy clicks (mostly) you are trying to buy profits so focus on "buying" keywords first and foremost.

Google has some good videos on PPC costs. Go to their adwords section and search them out.

Yes per click amount depend on the competition if the competition in your industry is high then you need to bid higher for achieving a good result.
