    Some very important tips for the out sourcing and they are Look for specific experience fit, Don’t choose a vendor based solely on price, Review portfolios and samples, Start small and Negotiate ownership of work up front.

    I agree with @ademrock. Cheap rates do not actually mean you can save and expensive rates do not mean you'll get the work done with quality. There are a lot of factors to consider when you want to outsource services.

    To know if the company you want to outsource services are legitimate, you can find reviews of their performance or maybe some feedback and ratings. This will help you evaluate the company. An interview would also be a great strategy to discuss with the company about how they handle things and also make some agreements about how things should be done.
