For me, facebook is the choice. Of course, now there is another heavy weight (Google+) coming soon... more choice, thougher decision!
Personally I find Twitter very easy to find targeted followers and I use a tool to automate most of this process leaving me free to market instead, however, having said that if its targeted advertising your looking at Facebook ads are incredibly targeted and way better value than google, Persoanlly I use both and dont see any reason not to - one startegy i Use is to drive Twitter traffic to FB fan pages with an opt in.
